The following is my partial draft and a proposed bill in Congress for establishing the Department of Technology.

To establish the Department of Technology within the United States Government and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the "Department of Technology Establishment Act of 2024".

SEC. 2. FINDINGS AND PURPOSES.

(a) Findings.— Congress finds the following:

(1) Technology plays a critical role in the lives of Americans and in the continued growth and success of the United States economy.

(2) Rapid advancements in technology require a coordinated federal response to ensure the United States remains a global leader in innovation, national security, and economic competitiveness.

(3) The United States faces unique challenges in maintaining technological leadership, such as the growing threat of cyberattacks, the need for infrastructure improvements, and the development of artificial intelligence.

(b) Purposes.— The purposes of this Act are as follows:

(1) To establish a federal agency that consolidates and coordinates technology policy and initiatives across the United States Government.

(2) To ensure the United States remains a global leader in technological innovation and development.

(3) To address the growing challenges posed by advances in technology, including cybersecurity, infrastructure, and artificial intelligence.

SEC. 3. ESTABLISHMENT OF THE DEPARTMENT OF TECHNOLOGY.

(a) Establishment.— There is established the Department of Technology.

(b) Secretary of Technology.—

(1) IN GENERAL.— The Department of Technology shall be headed by a Secretary of Technology, who shall be appointed by the President, by and with the advice and consent of the Senate.

(2) FUNCTIONS.—The Secretary of Technology shall have the responsibility for the overall direction, supervision, and coordination of the activities and personnel of the Department of Technology.

SEC. 4. FUNCTIONS AND RESPONSIBILITIES.

(a) Functions.—The Department of Technology shall:

(1) Develop and implement a national technology strategy, addressing issues including cybersecurity, artificial intelligence, telecommunications, data privacy, and technology infrastructure.

(2) Promote innovation and competitiveness in the technology sector by fostering public-private partnerships, streamlining regulations, and coordinating federal investments in research and development.

(3) Coordinate the development and implementation of technology policies across federal agencies to ensure a unified approach to technology issues.

(4) Promote digital literacy and workforce development in the technology sector, in cooperation with the Department of Education and the Department of Labor.

(5) Collaborate with international partners to promote global technology standards, address common challenges, and foster technological cooperation.

(b) Responsibilities.—The Secretary of Technology shall:

(1) Advise the President on technology-related issues and the implications of emerging technologies on national security, the economy, and society.

(2) Represent the United States in international technology forums and negotiations.

(3) Develop and oversee the implementation of federal technology policies, regulations, and guidelines.

(4) Coordinate with other federal agencies to ensure a cohesive approach to technology policy and initiatives.

(5) Provide an annual report to Congress on the state of technology in the United States, including progress on the national technology strategy, policy recommendations, and emerging trends.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There are authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act.

SEC. 6. EFFECTIVE DATE.

This Act shall take effect 180 days after the date of its enactment.
